Background

The level of participation in the development processes around Hovinbyen has been relatively low. There are challenges related to creating more inclusive processes and realising housing projects that are socially inclusive. The issues raised in this project are relevant in terms of both procedural and distributive justice.

Ongoing Activity

Researchers at Include are participating in a "Pådriv" arena for urban development in Breivoll in Oslo. This arena gathers many stakeholders interested in the development of this part of Hovinbyen. The aim is to bring forth concrete proposals for pilot projects and help realise them.

Some overarching questions discussed include whether there is room for manufacturing businesses in the future Breivoll, whether it is possible to shift such businesses towards more sustainable solutions based on reuse, recycling, 'green jobs', and extensive collaboration between industry and manufacturing businesses based on circular economy principles. Furthermore, there is discussion on what is required to achieve such a radical mix of functions where both housing and production are accommodated.

The focus has been specifically on two areas:

Breivoll as a hub: This is based on the idea of establishing a station by the railway running through the area.

Using experiences from establishing Vollebekk factories for Breivoll: The goal is to establish Breivoll factories in existing premises in the area, inspired by the model of Vollebekk factories.

The work involves mapping people, businesses, and premises that are interested or could be interested in such a circular economy, potential links to educational institutions in the area, and the genuine inclusion of residents.

Methods

The project will be linked to ongoing urban development projects, co-creation projects, and youth initiatives in Hovinbyen, organised by Pådriv, Oslo Municipality, and other stakeholders. The project will create opportunities for experiences from interventions across institutions, sectors, and generations.
