This chapter develops a political economy framework to analyze the trajectory of environmental regionalism in the Global South. It argues that the geopolitical competition among the European Union, the United States, and China for resources critical to the ‘green transition’ creates a central paradox. Using Latin America as an illustrative case, we show how these external powers simultaneously promote environmental norms while their economic engagement reinforces the extractive models that undermine sustainability. The outcome of these competing pressures is a 'fragmented integration', where regional environmental governance is often weakened or bypassed in favor of bilateral arrangements and externally-driven standards. The analysis challenges simplistic views of external influence and highlights the challenges for states navigating the contemporary global order. It concludes that understanding the political economy of this fragmentation is key to grasping the future of environmental regionalism in an era of great power rivalry.

This article examines how donor requirements affect Civil Society Organisations’ execution of foreign aid initiatives, comparing core and project funding mechanisms in development cooperation. Through a structured, focused comparison of two Latin American CSOs receiving funding from the Swedish International Development Cooperation Agency (SIDA), the research reveals that core funding, contrary to prevailing theories, has a more detrimental impact than project funding due to the nature, timing, and cost of its associated requirements. The analysis identifies variations in stakeholder impact across the aid chain, with intermediary organisations playing significant roles. The findings challenge assumptions about core funding’s empowering effects, highlighting how multiple layers of requirements can impede operational effectiveness. The study contributes to scholarly understanding of donor-recipient dynamics while offering practical insights for improving aid delivery mechanisms. It suggests that enhancing aid effectiveness requires not merely simplified requirements, but a fundamental reconsideration of how donors structure their relationships with implementing CSOs.

Dominant theories stipulate that high levels of authority are a prerequisite for effective problem‐solving by international organizations (IOs). How, then, can we explain that African health organizations possess relatively low levels of authority, yet their response to COVID‐19 has been touted as a remarkable success? In this article, we explain how low‐authority IOs can engage in effective problem‐solving. By rethinking the conventional zero‐sum relation between national sovereignty and an IO's problem‐solving potential, we develop a novel framework that allows us to analyze diverse cooperation logics pursued by various organizational actors within an IO. Applying this framework to the response of ECOWAS and its sub‐agency, the West African Health Organization (WAHO), to the COVID‐19 pandemic reveals that problem‐solving cooperation dominated over symbolic and autonomy‐oriented cooperation logics. This prevalence of problem‐solving did not derive from ECOWAS' authority over states, but emerged because its member states saw it as expedient to address these issues through the organization. Our analysis shows that low‐authority IOs can problem‐solve if member states consider them to be transmitters instead of constraints of national sovereignty, that is, as suppliers of organizational services that enhance state capacities.

In a highly and rapidly urbanized world, the effect of the action of urban development is determinant for the physical, social, and economic conditions of its citizens, among which is inequality. It is even more crucial for developing regions such as Latin America on which this research is conducted. Therefore, the focus of the investigation was to determine the existence of significant statistical relationships between urban development and economic inequality in the region. For this purpose, it was sought to define urban development from the perspective of the praxis of multilateral organizations measured by indicators of extensive use among them. A hierarchical multiple linear regression model was built with six urban development variables predictors of the Gini coefficient as an indicator of economic inequality, in which data of 49 Latin American cities was used. The application of the method allowed us to discover a stochastic behavior of interaction between those multidimensional systems and confirmed the statistical relation. The research allows having a tool for the formulation of public policies that seek to strengthen local governance, promote community organization and participation, and assert urban planning as an agent for concerted efforts to achieve common goals.

The awarding of housing has been a constant policy of the Venezuelan State, in order to solve the urgent need for accommodation of people with lower income. Recently, a great debate has arisen about the convenience of granting full ownership, with disposition rights, in some developments. This would require the regularization and formalization of land tenure and housing in developments that have already been built and occupied. Considering the available legal options, a sample of 14 files referred to urbanisms, built by the public sector in the Bolivarian State of Miranda, was analyzed. The interpretation of six variables related to urban planning, production and allocation of social interest housing, allowed identifying the obligations in the construction contract, and during the administrative process. This is to verify their formal fulfillment as prerequisites to the delivery of Title of Property. In several cases, requirements were not accomplished in phases of transfer of land ownership, urban planning and legalization of rights through entitlement. In order to be
considered by designers and implementers of social housing policies, it is discussed the difference between full ownership and rights of use. Finally, the authors recommend exploring alternative associative forms, instead the condominium, such as non-profit civil associations and the participation of universities in training programs and technical assistance to public organizations, private companies and organized communities.
